Is balcony solar legal in Germany?

Yes. Since the Solarpaket I took effect on 16 May 2024, plug-in solar systems are explicitly recognised in the EEG. The inverter output is capped at 800 volt-amperes; the modules on the panel side can carry more peak power (Wp), as the inverter clips the surplus. You no longer need a separate notification to your local grid operator. The Marktstammdatenregister entry is the only step.

From 1 December 2025, the VDE V 0126-95 product norm sets the technical rules. Schuko-connected systems are allowed up to 960 watts peak on the module side. Wieland sockets, which sit in a dedicated circuit, allow up to 2,000 watts peak. Both still feed the same 800 VA inverter output.

Renting? Your landlord usually cannot say no

On 17 October 2024, the German parliament added balcony solar to the list of privileged structural changes in BGB § 554. Your landlord can refuse only for concrete reasons such as heritage protection, statics, or a clear safety problem. Cosmetic or general objections do not hold up.

You still need to ask before you install. Send a short written request, mention BGB § 554, and propose a railing-mount that does not drill into the facade. If your landlord refuses without a concrete reason, the Deutscher Mieterbund can advise on next steps.

In an apartment block (WEG), you also need a simple majority of the owners. The WEG reform of 2020 keeps the bar low for plug-in solar.

How to register at the Marktstammdatenregister

The Marktstammdatenregister (MaStR) is run by the Bundesnetzagentur and is free to use. Since Solarpaket I, no separate notice to the grid operator is needed.

  1. Open marktstammdatenregister.de and create a free account.
  2. Add yourself as Anlagenbetreiber (system operator).
  3. Choose Stromerzeugungseinheit and select solar.
  4. Enter location, module power (Wp), and inverter output (VA).
  5. Submit. You receive a confirmation by e-mail.

Tax: 0 percent VAT, and what about income tax?

Since 1 January 2023, paragraph 12 section 3 of the Umsatzsteuergesetz applies a zero VAT rate to small photovoltaic systems, including Balkonkraftwerke and their batteries. The retailer simply does not add VAT on the invoice. You do not file anything for this.

Income tax on self-consumed power is more nuanced. Section 3 number 72 EStG (in force since 1 January 2022 and clarified by the BMF letter of 17 July 2023) exempts small PV systems from income tax up to a unit cap; for plug-in solar, this almost always applies. The official BMF-Schreiben sits at bundesfinanzministerium.de. If you also feed surplus into the grid for payment, a tax advisor (Steuerberater) is the safer route.

Subsidies in 2026: regional, not federal

There is no nationwide grant for balcony solar in 2026. Several federal states and cities run their own programmes. A few examples (verify before you apply, programmes change):

  • Berlin SolarPLUS: 500 EUR flat rate for tenants and owners.
  • Hamburg IFB Foerderung: up to 90 percent of the cost, capped near 900 EUR.
  • Schleswig-Holstein: 200 EUR per system.
  • Several Saxon and Bavarian cities run their own pots, often smaller.

Schuko or Wieland? What the VDE V 0126-95 says

The VDE V 0126-95 product norm has been valid since December 2025. It sets the modern boundaries for plug-in solar in Germany. Schuko (the regular household plug) is now allowed up to 960 watts peak on the module side. Wieland sockets, which sit in a dedicated circuit, allow up to 2,000 watts peak. In both cases, the inverter output stays at 800 volt-amperes.

For most starter sets (two modules, around 800 Wp), Schuko is fine. If you want to add a third module later, a Wieland socket gives you headroom. If you are unsure about the existing wiring in an older flat, an electrician can check the circuit in under an hour. Worth the 50 EUR.

What to look for in a balcony solar set

Instead of ranking models (independent test data sits behind paywalls at Stiftung Warentest), here is a checklist that helps you cut through marketing copy.

Inverter brand and warranty

Hoymiles HMS-800W-2T and Enphase IQ7 are the two reference inverters; a 10-year warranty is the norm. Avoid white-label inverters with vague specifications.

Module power and certification

Look for 400 Wp+ modules with TUV or VDE certification on the data sheet. Bifacial modules pay off only on glass railings or open balconies.

Mounting hardware

A solid railing bracket matters more than the panel brand. If the set lists only the panels and inverter, budget another 60 to 120 EUR for proper mounting.

Battery? Only if you work shifts

A 1 to 2 kWh battery adds 500 to 800 EUR but only earns back 30 to 60 EUR extra per year for a typical household. Pays off slowly unless your evening use is heavy.

  • Orientation: south, southeast, or southwest. Pure east or west cuts yield by roughly 20 percent.
  • Shading: trees or higher buildings can cost half of the yield. Check at noon.
  • Electricity meter: old Ferraris-style discs can run backwards. Your grid operator swaps them for free.
  • Register at the MaStR within four weeks of connecting the system.
  • Insurance: a one-minute call to your Haftpflicht and Hausrat insurer is worth it.

CO2 impact: modest but real

An 800W set producing 700 kWh per year, with 70 percent self-consumed, replaces roughly 490 kWh of grid electricity. At the 2024 German grid carbon intensity of about 380 grams of CO2 per kWh (Umweltbundesamt), that prevents around 185 kilograms of CO2 per year. Across 20 years, near 3.7 tonnes. Useful, but not a substitute for thicker walls and a heat pump.
