What is a Beamter? Why does health insurance work differently?
A Beamter is a German civil servant with a special employment status. Teachers at public schools, police officers, judges, tax officials, university professors, and many government workers hold this status. It comes with job security for life, a pension instead of regular retirement insurance, and a healthcare benefit called Beihilfe.
Beihilfe is not insurance. It is a direct reimbursement from your employer (the state). When you see a doctor, you pay the bill upfront. You then submit 50% of the bill to your Beihilfe office, which reimburses you. The other 50% goes to your private health insurer. Because you only insure half the cost, your PKV premium is much lower than a full private policy.
This is why civil servants almost always choose private over public health insurance. If you join GKV (public insurance), you pay the full contribution yourself. Beihilfe does not cover GKV contributions. The financial difference is significant, often several hundred euros per month.

What to look for when choosing PKV as a civil servant
Not all private health insurance policies are the same. Civil servants should pay attention to a few things that regular PKV customers do not need to worry about. The policy must be Beihilfe-compatible (beihilfekonform), meaning the insurer coordinates with the Beihilfe reimbursement process.

Each family member needs their own policy. Children are cheap (EUR 30-60/month) but add up. Plan ahead if you expect your family to grow.
